Dung Quat refinery, was struggling to reduce the enthalpy of their superheated steam using a traditional fixed orifice desuperheater due to the large turndown ratio between maximum and minimum flow rates, coupled with the relatively low flow rate.

The issue lay with the spray nozzle diameter for the cooling water, which needed to account for the minimum and maximum superheated steam flow rate for the lower and upper temperature. To meet this requirement, the necessary cooling water pressure was impossibly large and so an alternative was needed.
